How to close all my folders under the THIS PC umbrella upon start up

    You can provide a screenshot securely- do a simple bit of graphic editing using e.g. Paint and you can erase the names you don't want seen.

    Actually, I don't see that -- my Save As dialog opens with the Navigation Pane collapsed.

    Have you collapsed the folders manually before saving the file or closing the dialog? You may be dealing with a simple save/restore of the previous view.
