How to fix search not working post in place upgrade repair

Yesterday an in place upgrade was performed in clean boot.

The first scannow found corrupt files that it repaired.

The second scannow found no integrity violations.

The left lower corner search does not function.

The Windows troubleshooter was ran and it had no findings.

The clean boot was changed to normal boot and there were no changes.

Another user was logged on followed by windows updates and privacy settings.

    This user had normal search.

Winver was typed and displayed: Version 21H1 (OS Build 19043.928)

The administrative user was then used and the left lower corner search was unresponsive.

The start menu search also was not responsive.

This script was ran without any change:

The only thing I could suggest would be a complete fresh "Bare Metal" install, any inplace install will only replace system files and the related user related system files that show as corrupted to the installer.

Any damage to the files of a specific user should be repaired but may not if the files still have the same file size, Name and location Etc. I don't believe that the installer checks the file at the code level, and the issue could also be related to individual user permission to access any of the related files- one single incorrect permission could be enough

over the years I have seen occasional failures of In-Place updates and have gone back to a full fresh install - It's always a PITA but it can actually work out quicker. the best mix of speed and ease of use would be an image taken before any issue became visible

@Brink had created a tutorial on repairing a user profile and I'm wondering whether that is what is needed?

I'm currently resetting index options: (step #6 in this link)
If Windows 10 Search is Broken, Here’s How to Fix It

    I've completed steps #4 and #5.
    Cortana was not in use.

    Re-register Start Menu:

    Code:
    Get-appxpackage -all *shellexperience* -packagetype bundle |% {add-appxpackage -register -disabledevelopmentmode ($_.installlocation + “appxmetadataappxbundlemanifest.xml”)}
    Re-register Cortana:

    Code:
    AppxPackage Microsoft.549981C3F5F10 | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"

Today there was a pop up in the right lower corner for an update.

    They were for:
    KB5005565
    KB5004331

The updates just completed and the Windows version updated from 19043.928 > 19043.1237

One of these updates fixed the underlying problem.

Type here to search in the left lower corner now functions properly.

    KB5004331 was for .net framework

Before the in place upgrade repair these problems were reported in the scannow troubleshooting:

    Code:
2021-09-20 17:04:51, Info CSI 00000471 [SR] Could not reproject corrupted file \??\C:\WINDOWS\Microsoft.NET\Framework\v4.0.30319\\System.Web.ApplicationServices.dll; source file in store is also corrupted
2021-09-20 17:04:51, Info CSI 00000472 [SR] Could not reproject corrupted file \??\C:\WINDOWS\Microsoft.NET\Assembly\GAC_MSIL\System.Web.ApplicationServices\v4.0_4.0.0.0__31bf3856ad364e35\\System.Web.ApplicationServices.dll; source file in store is also corrupted
2021-09-20 17:04:51, Info CSI 00000473 [SR] Could not reproject corrupted file \??\C:\WINDOWS\Microsoft.NET\Framework64\v4.0.30319\\System.Web.ApplicationServices.dll; source file in store is also corrupted

The first scannow post in place upgrade repair found corrupt files and fixed them.
The second scannow post in place upgrade repair found no integrity violations.

So it's unclear what the fix was in today's windows updates.
