I use PDFsam for those odd occasions when I need to do this - and there is a portable version so you can use it without having to install.

Depends on how the pdf file was created in the first place. If it was scanned directly to a pdf, unlikely it can be opened for editing other than with more sophisticated software like Adobe (full version) itself. However, if it was opened as a document in some program (e.g. Word) and Saved As .. a pdf within that doc program, then it's possible something not so upmarket can do the trick.

The word processor component (Writer) of LibreOffice Writer can open some pdf files in editing mode. However, re-saving is sometimes problematic.

PDF-XChange Viewer is a freeware pdf editing program. (Note : PDF-XChange Viewer has been discontinued by the original authors and replaced with PDF-XChange Editor, a paid version. But there are still copies of the Viewer version available around the 'net
e.g. Tracker Software Products :: PDF-XChange Viewer, Free PDF Reader)

Last time I looked that menu item just sent you to Adobe's web site to buy the full version at their usual inflated, exorbitant pricing.

Google split pdf files. Adobe has an online tool to split PDF files. If the pages you need are non-contiguous, you can save each page as it's own separate file and Adobe also has on online tool to join PDF files.

In fact, you don't even need to google it:

For a one-off need I'd look at some of the online offerings but for more frequent use there are cheaper .pdf editors available such as FoxIT.

The free LibreOffice Writer program can allow deleting of pages and can allow inserting a new page, i.e. a page copied from a different document. I have it on Windows and Linux machines.
Home | LibreOffice - Free Office Suite - Based on OpenOffice - Compatible with Microsoft

More about the PDF/Portable Document File is they are very convenient for providing customers with quotes, invoices, etc. and employees and other offices with policies and procedures, regulations, etc. They can be secured so as not to allow any changes, nice for assuring everyone reads the same thing. I get the same thing from my medical services. I have Adobe Acrobat 8 on a Desktop and Adobe Acrobat 9 on a Notebook, over the years of need they have paid for themselves. I have cheaper programs on other computers.
