    Yes, but held by secure, authorative sources (or, at least, should be). I just wouldn't be sending my records via an unsecured link on a web site.

    You can use Microsoft Print to PDF printer and print those pages you need, thus creating a new PDF.

    I like the PDFill PDF tool set.
    A PDF editor, of course.
    But also tools to ...
    - Extract one or more pages from a PDF.
    - Assemble multiple PDFs into one.
    - Rotate or crop pages.
    - Add header/footer.
    - Convert a set of images to PDF.
    - Convert a PDF to a set of images.
    - and more ...

    I use PDF Shaper Free. In this case, the function "Delete Pages" should do the job, but I´m not sure if it works in the free version.

    Most simple variant...

    Also PdfSAM is a great product, not visual in last years (PdfSAM pro is not free)

    There is another free alternative with visual manipulation of pdf files: pdf Arranger

    The result will contain only bitmaps, I expect. That's fine, as long as the recipient doesn't need actual text.
