Go to File Explorer > This PC > Local Disk > Users > Right click on your user folder and click Properties then the Security tab
then under "Group or user names:" select your account click Edit and then select your account again then select every check box to "Allow"
Click Apply.
then restart the computer.

Even though this is an old thread, I am SO glad it is still up. This exact same thing happened to me 4 days ago. (Yeah I still have Windows 10 in 2021 after a hard drive crash... ) I knew that my files were somewhere on my computer, because when I searched for a specific file name in the search bar on Windows Explorer, I could find it. But all my folders said "empty" (Pictures, Downloads, Documents, Desktop etc).

So I followed the example above. The first time that I restarted my computer, it did not work, and the files still were hidden, but the second time it did, and my old wallpaper and desktop returned to view as did all of my files. So Thank You to "Moderated Test User Leave # " ... banned? Well they helped at least whether they are banned or not.
