Excuse me but I have a problem that I can not solve and explain why ... practically when I have some program windows opened, with mouse go to system bar and click on icon of program (as notepad document opened), this go in foreground but when with mouse i go to this window, this closed and comeback immediatly on system bar... after several times i click to open windows app and finaly remain in foreground

If this has started recently, have you tried using a System Restore point?
The forum prompted you twice for your build number (so we don't have to keep on asking....)
What sort of mouse are you using? If it's wireless, please try a simple wired mouse.
Please create a new user for test purposes. Log in as that user and advise if you see the same thing.
If you do, please boot to Safe mode, and advise if you see the same thing.

I use already a wired mouse
I use another account and same issue but un safe mode not appear this problem.
So you advise an Repair Install of Windows 10 with an In-place Upgrade ??

You say the problem does not appear when in Safe Mode.
I assume you mean using the same account as in the original program.un safe mode not appear this problem.
That suggests it's related to a 3rd party program - so now, using the original account, try a clean boot (Google or see tutorial if unsure how).
Note: you haven't commented on the history of this problem.
