I have not known the restore default context items fail
Add or Remove Default New Context Menu Items in Windows 10
it must be - providing you used
    Restore_ALL_default_New_context_menu_items.reg
that there is more than simply that aspect that is wrong as you say you cannot create a folder on the data drive
When you right click on the open data drive and hold on NEW - does the option folder appear but simply does not create the folder.

Do NOT be worries even if it comes to a reinstall - we are NOT there yet, but it will be a repair install from within windows, that will keep all your data, apps (programs), files and all personal data
Repair Install Windows 10 with an In-place Upgrade

This MAY have the makings of third party software that purports to make your computer go faster by stopping unnecessary services, cleaning the registry, etc.
DO YOU USE such software, even in clean boot when you could create the shortcut, but NOT the folder, that MAY be because the third party software has damaged the files of the system that allow the new folder, but the shortcut was allowed in the clean boot.

TRY logging in with the system account and see if you can create shortcut and folder on that account
Enable or Disable Elevated Administrator account in Windows 10
    Option One, item 3
    ENABLE

I have tried Restore_ALL_default_New_context_menu_items.reg several times. No change in the right click context menu.
Mine does not give the option to Send to Desktop as a Shortcut. New Menu It gives me the following 8 options:
    Shortcut
    Shortcut
    Bitmap image
    MS Word Document
    Rich Text Format
    Text Document
    MS Excel Worksheet
    Compressed (zipped) Folder

I don't get a copy of my own replies, so it's difficult to know who and what postings I have replied to.

I login as administrator and tried Send to Desktop as a shortcut
Got the same error message as before:
"Windows couldn't create the shortcut. Check to see whether the disk is full."
    Made sure
[Enable or Disable Elevated Administrator account in Windows 10] was enabled.

Following the link I sent NOW DISABLE that system account
Leaving it enabled is a security risk
Do you realise you have marked your thread solved
I suggest you repair install windows as per my link on post 11

Cheers please let me know how you go on.
Any questions of course regarding the repair install please ask
    Note
It is done from within Windows by clicking setup on the USB or the mounted ISO
Do not boot from the USB or you will NOT then do a repair install and keep everything.

By the way, when I open any posts the Marked as Solved is always checked.
I clicked on it to try to uncheck the box which then seems to confirm that the problem is solved.
    How does one handle this?

Unable to Send to Desktop - Create Shortcut

I am creating a new thread since my original problem "Unable to create Desktop Short cut nor New Folder in Windows 10" has been closed as solved.
Wanted to report the following for those who responded to the problem:

    Feedback Report

I have logged as Administrator and found that I can both Send To – Desktop (Create Shortcut) as well as create a New Folder anywhere in File Explorer.

I have logged into safe mode and found I can both Send To – Desktop (Create Shortcut) as well as create a New Folder anywhere in File Explorer.

I downloaded Windows 10 21H1 version installation media (ISO) using the media creation tool to a USB stick. I then did a Windows 10 upgrade per the article by PaulSey (to run an in-place upgrade). Surprisingly and fortunately, everything went fine; even all my desktop icons where in the same places after a reboot.

After the upgrade I found that in File Explorer I could create a New Folder but still can’t send to Desktop (Create Shortcut).

I went through all the disable/ enable services and all then did the same for all the items in the start-up menu. Only my antivirus program could not be disabled.

I rechecked and found I could still do both process in safe mode or as logging on as Administrator.

I recheck the files for any corruption via sfc. Sfc/scannow reported there were corrupted files which were repaired and created a log file a mile long. I couldn’t fine which files were repaired.

I have reached my limit on the error message when I try to save a shortcut to the desktop which as you may recall is: “Windows couldn't create the shortcut. Check to see whether the disk is full.” In fact the spare space on my C Drive has increased by 10 Gigs.

Now I have found a work-around. I can create a short cut within File Explorer itself and then move it to the Desktop.

Thank you for the help and patience.

    Hi,
I recheck the files for any corruption via sfc. Sfc/scannow reported there were corrupted files which were repaired and created a log file a mile long. I couldn’t fine which files were repaired.
Did this report that all repairs had been completed successfully, or not?

I note you have performed an in-place upgrade or upgrade repair (unsure which).

Your problem appears to relate to one account only - account corruption is not fixed by d an in-place upgrade or upgrade repair.

    You might try
Restore Default Items in Send to Context Menu in Windows 10

Given the number of errors you note AFTER the upgrade, please perform the following basic checks:
    a. Check your disk(s) - download and use Hard Disk Sentinel (includes SSDs) - excellent - instant appraisal.
    b. If ok, please run
    chkdsk c: /scan
from an admin command prompt and report whether it passes.

    Thanks.

my original problem.....has been closed as solved.
Only the original poster can mark a thread as solved AFAIK.
