All files set to read only after latest update and keep reverting

Hello all I have a frustrating problem after the latest update to windows 10. All my files are now set to read only and whenever I try to change them to non read only they automatically revert to read only. I tried changing my permissions to full control but that did not work. I tried uninstalling the update but when I restarted the update was automatically reinstalled.

Anyone have any ideas? I'm on windows 10 Home

I see the same thing with default installs of Win10, never see any issue except with saving to the root of C:\ and some other System folders that Windows is protecting.

You are referring to folder properties not files. The read-only property of a folder does not mean what you think it means. It is, for all practical purposes, meaningless and has been since Windows Vista/7.

As you might read in the second of the links below:-

the Read-only attribute for a folder is typically ignored by Windows
Ignore it. It is a non-issue.

If you really wanted to waste your time, you could study the subject in depth but I suggest that you do not.

This is the Properties of a folder on my computer, make note of the part in parenthesis:
