Windows 10 settings and some administration tools dont work

I have a Dell Inspirion laptop N7110 type=x64- based pc with windows 10 home version 10.0.19043 Build 19043. I am not very knowledgeable about computers but am able to follow directions. I have been trying to understand and fix my problem for weeks and dont think I am going to find a solution without help. I am unable to use my settings for windows at all. It opens but I cant do anything in it. I am able to use event viewer but not administrator tools like component management etc. I have ran sfc and it sayswindows resource protection didnt find any integrety violations. All update and security options , the run box, dont work. I have the administrator account as well as the owner account. Feel this may be where the problem is but dont know. Also windows has been updateing alot and requiring several restarts to get my computer to even boot up correctly. Or windows and desktop dont load until after several restarts. I appreciate any advice you can offer me as I'm just not able to figure this out on my own. I thank you for your time and will give any further information you may need.I recently was able to get McAfee off my computer as my subscription expired and it was causing alot of errors on my system. I downloaded and used their McAfee consumer products removal tool. Ran it twice as alot of fails reported the first time.

Oh my goodness!!! This was so painless! I was reading some related posts to my issue and downloaded a file about user control (UAC) and it worked! My settings opened for me. I was too excited to do more than a quick check to see if settings would open and it did, I wanted to get back here and tell you how grateful I am to you. So much time I've spent looking for an answer online, I can't tell you. Thank you ! Thank you! You guys are great.

    I spoke too soon

IDK what to do now. I do not understand nor can I understand all the stuff I read as I research what to do about my issues with this computer. Or any computer. My account is local and administrator. When I try to add another account I am unable to do so. User account control host stops responding. I have windows 10 home edition on here that I downloaded and installed , but did not purchase from microsoft. I am not the first owner of this laptop but am the only owner as the original owner is deceased. I am the only person that uses this computer. At boot up time my name :Gayle comes up and a sign in box that I tap and windows desktop comes on. I dont have a password to do this. I dont know what to do to fix anything as Settings wont function and alot of administration tools and control panel functions dont work either. Im not trying to do anything shady but want this thing to actually work. I am frustrated and not knowledgable about computers or software and am hoping someone can advise me on what to check or what to fix and how to do that. Please know I am grateful for your time and any advice sent my way.

Do me a simple favor, please. Open Windows Update (Update and Security in Settings) and click Activation (on the left). Now tell me whether or not you see the words "Windows is activated with a digital license."

Seems to me your clear solution is to do a repair install. See this link:
