Drop shadows on desktop icons cannot be turned off

I tried Advanced system settings > Performance > Unchecked everything and they went away for about 10 seconds and the reappeared. After that Windows completely ignores the setting.

I tried editing the various registry entries the internet said we're related to this, none of them did anything.

Is it possible to turn off icon drop shadows on the desktop?

    Did you restarted the computer?
Yes I did. The icon label still have a drop shadow present. I verified that the checkbox in Advanced System Settings was still unchecked and the registry setting was set to disable the drop shadow, but it was still there.

    In addition:
Add or Remove Drop Shadows for Icon Labels on Desktop in Windows
Those are the two methods I tried. The first time I unchecked the box in the Advanced system settings, it did indeed remove the drop shadow, however it reappeared shortly afterwards by itself. I verified the checkbox is still unchecked.

I set the registry entry per the article and absolutely nothing changed.

I will also mention that in Windows 7, on the same PC with identical hardware, this worked correctly. I do not know why or how a simple icon setting that was working in Windows 7 would be broken in Windows 10. How could Microsoft's flagship OS have something not working that worked in their OS released over a decade ago?

Just to verify, did you also try changing the theme and back to toggle a refresh of the theme to hopefully have drop shadows stay off?

I tried that, it just "reset" the checkbox being on, I them followed the steps for both methods and got the same result.
