Windows 10 User Startup Folder Missing

Multiple installations of Windows 10 Professional do not have the "Startup" folder present in the "C:\Users\User\AppData\Roaming\Microsoft\Windows\Start Menu\Programs" folder. All of the systems were installed in the same manner with the "Startup" present on some but not all. I have attached a screen shot showing the path.

    @ nriacone

No idea why they have no Startup folders, but the solution is simple: right-click in the open Programs window, choose New, Folder, and name it Startup. Done. (If UAC asks for authorization, give it.)

There is a side effect of creating (or re-creating) a Startup folder in the Users path: in Task Manager's Startup tab, your startups may not show at all when they're all (only) in your Program Data path, Programs, Startup folder. Adding (back) the Startup folder in the Users path makes them show up in Task Manager > Startup tab.

Thank you all for your suggestions:
SteveEngland: I tried that also and received the same results. I have my settings to view all files (hidden & system)
Samuria: The user has logged into the system multiple times. In my experience, after the user is created the users folder is not created until that user logs in. So I would not have been able to drill down to the usual location of the Startup folder if there wasn't at least one login by the user.
WiseWiz: I will give your suggestion a try and see if the shortcuts that I place in the folder are executed when the user logs in.
    Thanks to all!!
