Well, CTRL SPACE is defined as the default for the Chinese IME

You could redefine that to do nothing: on my PC it has no effect (no Chinese IME).
I've provided a small exe file created with 1 line with Autohotkey in the zip file attached. This inhibits CTRL SPACE. This could be made to specifically inhibit only left CTRL space as Autohotkey does provide that differentiation.
Just run the exe file and leave it running.
This could also be used to define a new hot key.
I also noticed this dialogue- not sure if will help you with the Chinese IME.

The issue is NOT with ctrl+space toggling the language. ctrl+space works as intended but as you can see from my original post, there are now 3 "modes" when in fact there should only be 2. I did not press ctrl+space when going from mode 2 to mode 3, so the question is what triggers this change from 2 to 3?
