You're doing a clean install only to rebuilt the EFI and Recovery partition. You can clean the partition and rebuild it with bcdboot C:\Windows /s W: /f UEFI (W is the EFI partition).
I don't think there is anything wrong with EFI or Recover partition. The computer is booting (slow) but can't boot on disk priority.
I think that a BIOS re flash and a chkdsk x: /f on all partitions will fix it.
i have a computer technician coming today. i will let you know what happens. if you have any bullet points for him, please post them. (although I have given him a link to this big, big thread.)
Great thanks to everyone who has intervened.

humble pie.
the machine is working.
brought it to my computer guy in somers new york.
figured it out in five minutes.
what threw the computer into the bios was the cpu fan whose setting was altered somehow during an update or whatever.
i had never been in the bios before and didn't know what the fan message meant at the bottom of the boot screen in the bios.
just thought it was about the Sabrent NVMe not booting properly.
the technician changed a setting. the fan error went away.
and here i am writing this note on the machine that causes so many problems.
the most important thing though is the solidarity all of you showed me and each other.
precious stuff in these times of friction. at least there are now some meeting points where ideas can be exchanged nicely and sincerely.
My hat is off to you. I raise a glass to all of you.
