Respectfully you might want to read the date. If they haven't figured it out in 2 years then what value are you adding?
Post # 7 brought this post back to the top. :)

I've a similar problem in that I cannot enter BIOS on my newer machine (Asus Z390-A) from the Windows shut down menu like I can on my older dual Xeon machine. It just hangs forever. Even 2 hours later, the screen is black and no BIOS screen.
Trying to get into BIOS at boot time by hitting DEL repeatedly just boots into Windows 10. Frustrating because I want to roll back to an earlier Windows image backup and I cannot even do that.

If fast startup Is enabled, it will not allow you to enter bios because it shuts down keyboard functionality.

Are you using a PS2 keyboard or a USB keyboard?

Have you tried holding the key while clicking restart to bring up recovery options?

I tried the shift key method at shutdown too, but the system just goes to a black screen when it is supposed to go to the selected option, whether it be firmware or system image restore. I can't boot from CD to run the recovery environment from CD either, so I've been stuck with the current Windows configuration with some stuff broken.
My keyboard and mouse are PS/2 types. Oddly my mouse doesn't work anymore. Hasn't for maybe a week or more. Only the Wacom tablet works at this point.

I recommend you start a new thread if this doesn't fix it:
From admin command prompt run "shutdown /r /fw"
This works if you have a UEFI/GPT modern installation.
