Just a FYI over the past few years I have had a number of "Light Portable windows systems", which I have been asked to maintain for their owners, ( basically a tablet with a keyboard, and some without even that).
These systems have as low as 32GB total storage, and a usb and / or Micro SD slot- think of a large phone running windows. these systems are very suitable for a reduced OS load as the standard OOB os load means that there is insufficient spare space to even allow a standard feature update to install
It's possible to create a reduced OS and then transfer this Bit by Bit into the system but they are designed to be used with an external memory setup, (which is not supplied by default) as working memory
To be honest I think these are basically a scam to gain money out of unsuspecting users as though they work initially with no data (in the store or on the market stall) as soon as you use them they become practically useless.
These systems can be "brought back to useful life" by the installation of a heavily modified OS such as those discussed on this thread , but still need external memory in USB or Micro SD form, which can make a considerable cost increase to the initial price.
When you compare it to a modern Smartphone which used a small purposely designed OS mine is 128GB installed plus a 128 GB Micro SD and mine is several years old you can see where there can be a need to cut back on OS size
