    I didn't see anything specifically about Norton 360 in my Googling, but I did see mentions of a few other AV programs causing this kind of problem.

    Might want to boot into Safe Mode (aka with no Norton 360 running) and see if a text file will save to the Desktop.

    Mine does that as well. Default saves to where ever I created or opened the text file.

    Yes my "Desktop" is already in my file explorer pinned to quick access.
