If you were successful with running the 'attrib' command, simply use the same line substituting 'attrib' with 'del'. The file is obviously not locked but I've seen files become inaccessible due to the magic of Windows.
Stick with, you'll have success eventually.
Could you show a screenshot of your 'del' command line?

@W10 Tweaker My last screen shot is for Attributes on #18; I was able to delete the file in Windows Properties as below.
The one you were asking for would have shown: [del "filename"] without the brackets with the cursor moved to the next line without showing a prompt for a new command. i.e. I took it to be trying to delete the file with nothing happening.

This might work for you.
Left click on file/folder.
Right click on the selection.
Left click on "properties"
Left click on "details" tab.
At the bottom of the window,left click on "remove properties and personal information"
In the new window,left click on second Radio button "remove the following properties from this file".
In the same window,left click "select all".
Then left click "O.K."
In the "details" tab window,left click "O.K."
Hopefully should now be in the Recycle bin.

Try using the BAT file in option 7 to delete the folder after moving other files into a different folder.

BTW, I still like to use UnlockIT for changing permissions 'on the fly' and it does have a force delete function.
