Expand window to monitor height with stacked monitors?

Ever since I have a second monitor on top of my main monitor, I haven't been able to expand a window vertically to the monitor's height by double click on the top/bottom edge of a window. Now it only expands the top part of a window when I double click either the top or the bottom on the bottom monitor. On the top monitor, it'll expand vertically to the bottom one as well.

Is there a setting I have to change or is it just windows being windows?

Are you talking about Snap Assist? Your secondary monitor is an Extended Desktop, so only the very top of the Top Monitor, or the very Bottom of the Bottom Monitor will snap the window in. You cannot snap to the bottom of the Top monitor, or the top of the Bottom monitor. If I understand you correctly?

No it's the feature where you can expand the window by dragging the edge of it, but instead of dragging, you can double click it and it'll maximize a window vertically. This only works on the top and bottom edge of a window.
