Hover- do you not have this option?
Disabling can also create problems for some with the system tray.
If your taskbar is right left or top, N&I disappears (apparently).
One benefit- I don't have to look out of the window to see if it's sunny or cloudy...

The option to uncheck Open on Hover was added with Build 19043.1023, at least they fixed that annoyance.
I don't have any problem turning the whole thing off, my system tray is fine either way.
