Hello, to confirm, by 'move' do you mean dragging and dropping the file onto the Recycle bin icon?
And does the dialogue to which you refer appear if you select the file and press Delete?
In the first, I see no such dialogue, in the second, I do.
I took this scenario in a quick analytical thought:
• When you enable the Recycle Bin's option for Windows to ask you if you want to delete an item (Display delete confirmation dialog), it applies when you press the Delete key on your keyboard. I'm sure that the reason for this is because sometimes, someone may accidentally press the Delete key (instead of a key next to it, such as: Insert, Home, or End) when they have an item selected. So Windows allows you to notice, and notify you, if you may have accidentally pressed the Delete key by mistake.
• Yet Windows doesn't ask when you drag an item to the Recycle Bin, with that option enabled, because when you drag something to the Recycle Bin, that implies that you are intentionally click-dragging something to the Recycle Bin, and Windows understands that you are actually wanting to send something there, hence doesn't ask you if you want to Delete the file.

Ya you`ll get the message when you attempt to delete something from the recycle bin
You could put a lot of files etc into the recycle bin, and they`ll just sit there, before you decide to delete them.
Unless you change the properties.
I set my recycle bin up so that anything I put in it is automatically deleted, then I remove the recycle bin from the desktop.
I do that for each drive/partition I have in my system.
