In your situation I'd first boot from a live boot disk which includes a disk check program such as Crystal Disk Info, or perhaps the portable version of Hard Disk Sentinel and run a check on the physical disk.So I guess conclusion for this thread is:
if in-place upgrade repair install from MS does not work, there are no other tools which can help you?

If the disk is failing and that is the cause of the problem, there's no point trying to repair the O/S.
If the disk is good, then as suggested, create and boot from a Macrium Reflect bootable disk and run its useful 'Fix boot' utility - which is better than Windows' Startup Repair.
An in-place upgrade repair is only possible if you can log in.
Let me clarify my questions:

2. esp. can macrium reflect recover more than MS?

Are any of the 3. party boot repair tools like windows boot genius, tweaking repair etc. worth trying on top of MS tools and reflect fixboot?
Before attempting to repair, check the disk, as I believe I said before.
You need a live boot disk e.g Gandalf's with Crystal Diskinfo on it as I recall. Create that on another PC.
If ok, create Macrium's boot disk and then run Fix boot and advise result.
Start with those.
