Scrolling problem, is it a bug or a consistency issue?

One of a couple annoying things with Windows 10 (maybe with other versions too, I'm not sure) is this:

    - When I open the Task Manager with focus on the Processes tab, which has processes that go beyond the initial "window", if I use my mouse wheel while it's just hovering over the Task Manager it scrolls right away, and that's great!

    - When I open the Start menu, if I use my mouse wheel it doesn't scroll while hovering... I have to click on a blank area of the menu or its scroll bar for the wheel to work there.

Is it a bug? Or merely one of those infamous Microsoft/Windows inconsistencies?

Is there a way to fix that? TIA.

    Hola Paultx,

The issue you have posted with the start menu happened to me sometime ago, when I changed the synaptics touchpad driver to newer. What I did is just switch to the old driver and everything is so far good.
I can suggest you to look at the mouse and touchpad settings and if you can't find anything to adjust, try with another driver and be ready to rollback.

    @Ivan Petrov

My mouse is one that came as a combo with a keyboard from Microsoft itself: Wired Desktop 600.

AFAIK it doesn't have any software like that from Synaptics (I'm talking about a desktop PC).

Once I installed a sofware called Mouse and Keyboard Center (I'm using this combo, like, for the third time, I like it). But I uninstalled it because I didn't find it worth keeping. I'll try it again, maybe it has some settings like these from Synaptics, and also maybe it can fix that scrolling issue.

    Hi @Paultx,
Sorry, I didn't realize you may have a desktop, my bad... The only suggestion I could give you is playing with the mouse driver. I have also Microsoft mouse but even though something was messed up with touchpad and got the same sympthoms you described.
    Just give it a shot.

I checked that out in my notebook and the mouse works OK as to that issue. But, strangely enough, not only that notebook has the same Windows 10 Pro version (now 20H2 19043.1023) but also the mouse I use with it happens to be of the same model I use with the desktop PC. So I guess the problem is somewhere inside the latter.

As to the mouse driver, last week I tried to update it the usual automatic way. Windows said the best is already installed, etc. Its name in the Device Manager is Microsoft USB Basic Optical Mouse v2.0 (Mouse and Keyboard Center). When I tried the option to find the driver on the PC, I got a list with three results: HID-compliant device, the aforementioned Microsoft mouse, and HID-compliant mouse.

I tried HID-compliant device first, the system warned that the update was completed—but the mouse pointer vanished! I restarted the system TNA. No mouse, no way to find how to get it back via Device Manager using the keyboard. The only solution was to use a restore point, which caused problems with apps I had installed a few days earlier.

And now I have this HID-compliant mouse option left, but I fear I'll have a situation like the one above.

FYI that is the notebook's Device Manager mouse stuff.
