Can't use safe mode

Hello, could you please explain

a. How you are trying to boot to Safe Mode.

b. Take a picture of what you see happening and post it.

c. When was the last time this worked?

d. Do you normally use a PIN but are now being asked for a password you can't remember?

e. From an admin command prompt run
reagentc /info
