Assuming you tried to create the shortcut the ways I suggested and still no joy and if you have missing options in your context menu then I can only think that either your registry has been altered or is corrupted or certain permissions have been altered to prevent certain actions.
Try running SFC / Scannow from an admin command prompt (find command in the Windows system folder on the start menu, right-click and run as admin).
Once SFC has finished try creating the shortcut again by finding an app or file, right-click, hold, drag to the Desktop and see if you have the "create shortcut here" menu option.
If that fails again we may have to investigate your Windows Defender settings next.

SFC scan showed everything was OK. Defender is Off. I run it manually once a month. I use Avast Premium along with free Spywareblaster and Malwarebytes. My last Windows 10 update was 3/18/21 for KB4589212 and 4601554.

Followed all instructions faithfully and accurately. Got the correct download for "new shortcut menu item," merged it and gave proper approvals, but when right clicking on desktop New, still only Folder and no sign of create shortcut. However, I didn't reboot computer, perhaps I should have?

You could try killing explorer completely via task manager (lose desktop & tasbar temporarily) and relaunching it using the t. man.

To begin with, I thought that I am the admin? Control Panel>All Control Panel Items>User Account>Manage Account shows my account name as a Local Account/Administrator/Password Protected.

Ran ShellMenuNew: Shortcut link was not disabled
Ran DCIM: Everything is OK
Ran SFC, Three times: Everything is OK
Have not fooled around with registry
No malware of viruses, or any other intrusions
Did a W10 update, maybe a week or two before noticing this issue
Otherwise, computer running fine

A reasonable idea. However, I got my new monitor after the update and did some calibration, added new pictures, and probably did some other tweaking that I don't remember doing, will this be gone if i do the restore?
