SFC scan showed everything was OK. Defender is Off. I run it manually once a month. I use Avast Premium along with free Spywareblaster and Malwarebytes. My last Windows 10 update was 3/18/21 for KB4589212 and 4601554.

Followed all instructions faithfully and accurately. Got the correct download for "new shortcut menu item," merged it and gave proper approvals, but when right clicking on desktop New, still only Folder and no sign of create shortcut. However, I didn't reboot computer, perhaps I should have?
Did you do that as admin as per tutorial?
You could try killing explorer completely via task manager (lose desktop & taskbar temporarily) and relaunching it using the t. man.

Use this to check it's not disabled.
I also have a copy of this old but functional program which doesn't seem to be available now..
At some point as you're struggling with certain things, consider how you might have got here.
Registry tweaks? Problems and fixes? Registry cleaning? Anything unusual or invasive?
You may need to consider preparing for a clean install.
Ran ShellMenuNew: Shortcut link was not disabled
Ran DCIM: Everything is OK
Ran SFC, Three times: Everything is OK
Have not fooled around with registry
No malware of viruses, or any other intrusions
Did a W10 update, maybe a week or two before noticing this issue

Anyhing that's held in the registry will revert.
System Restore monitors a certain range of file types as well as updates, and so anything in those file types will revert too.
