Can't do shortcut--Disk full?

Running latest update of W10 Home 64-bit on an HP Envy desktop. Above topic says the issue. I have Googled and saw what may have looked like solutions, but I found them rather confusing. So, I'm hoping that I can get a step by step guide on how to get my shortcut function working again. Thanks.

Run Windows disk cleanup (%windir%\system32\cleanmgr.exe)
How much free space you have after cleanup?

Easier for me to text description: On a xxx.exe, I right click and the choose create a shortcut. Told it can't be done here, but can go onto the desktop, click OK. And, that's when I get the message that the disk is full.

Creating a shortcut from the folder where the program is stored (This PC>Windows (C)>Program Files (x86)>MouseRecorder>MouseRecorder.exe). I have correctly/successfully done shortcuts a few hundred times (at least).

Also, I might add: 1.6 of 1.8 TB left on C. 1.53 of 11.9 GB left on D (As far as I know, I never do anything on D ?)
1.02 GB in Temp files. Disk Cleanup added 391 MB.

I'd like to give it a try as I don't believe that my disk is full, but after looking at the tutorial, I'm at a loss as what to do...find it rather confusing, so maybe you could guide me to the task.
