Right-click on the batch file and select "Run as administrator". Tell me what happens.
There must be something wrong with your Windows.
Have you run the following?
sfc /scannow
Run the following commands via Command Prompt:
cd /d "%WinDir%\System32"
WinVer

Not so. While it does not fit my immediate mission it is good to know about this class of apps.
I have not tried it yet but will do so soon. From what you say it sounds like it should be a component in routine backups.
A couple of years ago I lost a machine to a failure: getting it back was a stressful nightmare. I wish that then I would have had the output as you suggest.
