Preventing an unwanted change in the mouse cursor

One of my programs in x32Win10ProV20H2 has the hotkey CTRL SHFT which turns the mouse cursor into a text-capture tool. I find that conversion happening frequently without me applying the hotkey. How might this be caused ? - or more importantly, how can it be prevented ? The USB connected mouse is a Microsoft one and has a scroll wheel. Keyboard is a USB connected HP. It might be relevant to mention that from time to time, the INSERT mode gets inexplicably changed to OVERWRITE.

Are there any wireless mouses and / or keyboard nearby (same room, same office etc)?

Your keyboard might have a stuck key. Turn the keyboard upside down and give it a good shake, blow out the keys with a can of compressed air to remove any dust or crumbs.
Try the On Screen Keyboard. If it happens without the USB keyboard plugged in using the OSK, then it is a Windows issue. If everything works with the keyboard removed, then replace the keyboard.

Megahertz - there are no other wireless devices nearby.

Spunk - There is no stuck key; Your error elimination plan is the ultimate in rationality. Thank you
