Black Screen When Restarting to Safe Mode (Windows 10)

I need to enter safe mode to use a driver uninstaller as when I use it not in safe mode, it says I need to be in safe mode.

So I go to the power, hold shift, and click restart, it takes me to the menus where I go to troubleshoot, advanced, start-up settings, restart.

This would normally give the option to enter safe mode but for me as soon as I press restart I get in an infinite black screen with no cursor.

I've waited 10 mins before and it never changes, the only way to get back on the pc is to turn off the power and then back on but then when it boots up, its not in safe mode so I'm back to square.

Anyone that has a fix or any advice I would appreciate it as I can't find any fixes from other threads
    Thanks in advance
