I have just tested by creating a new outlook email address and sending my self a test message from another email into outlook via IMAP.
I installed free Adobe reader (not Pro).
I don't know what's wrong with your computers but it's all working as expected here:

Ah, btw. it works in Windows explorer as well, I can preview pdf file in preview pane.
I guess we would have to hire a magician to accomplish that

Btw. during installation of Adobe I was asked to choose to enable PDF previews.
Next step was to go to Edit -> General as already described to enable thumbnail preview.
Then set PDF as default program for PDF files in Windows settings.
Next I restarted outlook and choose PDF preview option as already described in this thread.
Finally I restarted outlook and sent my self a message.
When I clicked on attachment to preview it offered me to "always preview.." or "do not ask again.." (don't remember any more) which I accepted.
Yup, that's likely the only solution.
As much as I'd appreciate having pdf previews in Outlook, I'll never install Adobe reader again. No thanks.
It has been many years but I still remember constant updates that you had to carefully examine the fine print & uncheck to avoid installing an antivirus or the latest Adobe Reader 'cling on' app.
And after every update, reset the auto-download & update feature back to 'tell me when there are updates available'.

This Notebook I'm on now with Win10 Pro latest version has NO Adobe product installed but does have the Free FoxIT Reader installed, Preview of .pdf works in File Explorer. Outlook is not installed so can't test that part.
A .pdf file can be viewed in Firefox and the default Edge will view .pdf files but neither should affect the ability/inability of File Explorer's Preview.
The correct Adobe names are Adobe Acrobat Pro [paid for] and Adobe Acrobat Reader [free]. For a time, to eliminate confusion, the reader was called Adobe Reader but apparently that itself was confusing so it reverted.
