There's no need to download or install it. That's because it can directly be accessed under Settings | Search | Searching Windows | Run the indexer troubleshooter to resolve common search issues. Or, alternatively, under Settings | Update & Security | Troubleshoot | Find and fix other problems | Search and Indexing | Run the troubleshooter. Or, alternatively, under Control Panel | Indexing Options | Troubleshoot search and indexing. Did I miss one?

Yes, it's a totally different app with more capabilities debug capabilities than inbuilt Windows Search settings.

Probably the reason it can't be downloaded right now is because they're trying to locate it via Windows Search so that their green progress bar is still going.

I use Windows Search every time I'm using my PCs and I'm quite impressed by it's performance. Rarely do I have to use a third party search app. YMMV.
