We have got small IoT device with Win10 Enterprise LTSC 2019 (Version 1809 OS Build 17763.1697). We want use it for Kiosk but there is no options to activate it. In Settings -> Accounts we don't have any options:
When I type kiosk in search bar it's showing but nothing is happens when I click on it.
Commands DISM /Online /Cleanup-Image /CheckHealth and sfc /scannow didn't help.
New admin account also.
In Settings/Update & Security/Activation. It may say your system is already Activated. If not, you can Change Product Key.

Hello, my Windows is already activated.
Instructions:
Locally, in Settings: Not working, I can't access to it. Blank menu like on screen. I created normal user but it still doesn't work. Also blank menu.
Powershell: It's for UWP apps, as far as I know LTSC doesn't supported it
I doesn't try Windows Configuration Designer and Microsoft Intune or other MDM service because i don't want reinstall it.
