General "Hovering Delay" on all programs, browsers, etc...

After searching I didnt come nor with a solution nor with enough informations.
(some limited scope tutorials are present in TenForum)

Issue: when I hover whatsoever, I get immediate response - Zero delay
Results: As an easily reproduced example:
    > Go to a Samsung Web product page, if the mouse hover on the topbar... all info will be covered immediately

Consideration: having no delay I get suddenly plenty of hovering windows obscuring the rest on the screen
( AND FRUSTRATION PERVADE MY SOUL )

I have this even on my previous system,
now I'm prettily done with moving to a new system, with a brand new fresh W10 install,
but no hovering delay in both system is driving me crazy.

Note: some specific programs or App have an internal delay.
I can set them no problem "ClassicShell" for instance,
but the big issues are with browsers.
    I use BraveBrowser and Chrome.

    Clear the Browser Cache.
If you continue to have problems, do a Clean Boot. If that works you can keep it this way. Or add one service or startup item at a time until the behavior returns, then you will know the culprit.

    Thanks for you to care
but.... Sorry, I dont get your boilerplate.

I have TWO system , one is brand new, as I posted.....
    - and that's your answer?

When you have a fresh system what do you have to clean?

As I said is not a thing limited to browser but also to other Program or App that don't have "hover delay" in their settings.

yes, in a way. mine is immediate.

May you suggest me a way to do a screenvideo instead of a screenshot?

I can show you also outside the browser's issues

    Thanks!

Did you read the instructions for Clean Boot? It doesn't matter how new or old your system is, all you are doing is removing non essential start up items and services to troubleshoot software issues.
Also, how do you connect to the internet? is it Wireless or with an Ethernet Cable? Try running an internet Speedtest Speedtest by Ookla - The Global Broadband Speed Test Are you getting the advertised download speeds you are paying for? If not, have your ISP test your lines.

    Thanks for your useful support.

One more boilerplate and I report you.

(I've never heard about "Checking Net connection" as an answer for a System Timer Setting question.)

Similar questions are posted in other forums, but no useful answer so far:

    Hover Delay Setting?

    Steve Valliere
    -Reported Oct 16, 2019

While many of the tooltips that VS2019 displays can be helpful, they are appearing much too quickly for us old folk who move the mouse a bit more slowly and deliberatly than some. At times, these tool tips appear over the item we intend to click on, completely obscuring it! That means we need to move the mouse farther away and then attempt to approach from a new direction in the hope of not triggering the obscuring tip. But… no many things have associated tool tips that we almost always hit one and eventually need to give up on the mouse and use the keyboard to navigate to the place we really had wanted to click.
We tried changing the system setting for Mouse Hover Delay (in HKCU\Control Panel\Mouse) but nothing we could find uses that setting – certainly nothing we could find Windows 10 or Visual Studio.
Please give us an option to have the tips appear a bit later (or faster for crazy folks! [smile])
