    run reagentc /disable

delete all files and folders on R:\
    delete C:\Recovery folder
    delete c:\windows/system32/recovery folder

Mount (or use 7zip) to extract the "windows/system32/recovery" folder to C:\
this will included the winre.wim and reagent.xml files

if the Partition is NOT hidden and has drive letter after the Reboot - then the Partition Attributes are NOT set properly

if all of thee above is correct then - Reagentc /enable - will work correctly

Do you mean the following folder in the Windows ISO file?
    G:\sources\install.wim\1\Windows\System32\Recovery\

I did all you said in post #21 and then ran Reagentc /enable and got the following:

    Code:
    PS C:\Windows\system32> Reagentc /enable
REAGENTC.EXE: The target Windows installation was not found.

Not sure what you followed or how you got there - but it is not finding the target OS

I have followed the above post. All the operations are successful, but WinRE is still disabled.
    Code:
    PS C:\Windows\system32> REAgentC /SetREImage /path \\?\GLOBALROOT\device\harddisk0\partition4\Recovery\WindowsRE
    Directory set to: \\?\GLOBALROOT\device\harddisk0\partition4\Recovery\WindowsRE

    REAGENTC.EXE: Operation Successful.

    PS C:\Windows\system32> REAgentC /enable
    REAGENTC.EXE: Operation Successful.

    PS C:\Windows\system32> REAgentC /info

I am now running Windows PE, on which I have successfully enabled WinRE.

    Code:
    X:\Users\Default>C:\Windows\System32\Reagentc /SetREImage /path C:\Windows\System32\Recovery /Target C:\Windows
    Directory set to: \\?\GLOBALROOT\device\harddisk0\partition3\Windows\System32\Recovery

    REAGENTC.EXE: Operation Successful.

    X:\Users\Default>C:\Windows\System32\Reagentc /enable /osguid {562f507d-413a-11eb-bfdb-e0d55ecc65a3}
    REAGENTC.EXE: Operation Successful.

    X:\Users\Default>C:\Windows\System32\Reagentc /info /Target C:\Windows
Windows Recovery Environment (Windows RE) and system reset configuration
    Information:

        Windows RE status: Enabled
        Windows RE location: \\?\GLOBALROOT\device\harddisk0\partition3\Recovery\WindowsRE
Boot Configuration Data (BCD) identifier: 1017b9fa-5a6c-11eb-9481-e0d55ecc65a3
        Recovery image location:
        Recovery image index: 0
        Custom image location:
        Custom image index: 0

This reminds me of the little book that Indiana Jones carried around, with all his notes about finding the Lost Ark.

The Staff of Ra should be 6 cubits. Ah yes, but on the back it says: "Take back 2 cubits for the christian god whose Ark this is".

And then we have Matthew saying: "Snakes... why'd it have to be snakes".

    @Matthew Wai

As to the issue of the Lost Recovery Partition... don't worry about it.
Start using Macrium Reflect if you aren't already.

Look... no Recovery Partition... computer works fine.

I don't know what snakes you are talking about.

I don't need Macrium Reflect because I have Windows PE, the solution.
