Welcome to TenForums Kakurott39. I think your best bet would be to run a "Repair Install of Windows 10 with an In-place Upgrade"

[1] Should they be trying to change system related stuff on the computer?
[2] Have they not got an IT department?
[3] Are there any USB or other drives plugged in?
    [4] Is it a Workstation [ dummy terminal ]?

It dose look like the system is in some sort of shop. It's an OptiPlex 780, "I have two of those" And it dose say Drive 0 has errors. So maybe chkdsk /r /f is called for.

Yes. If it is networked though, the problem could be at the server end, or the Workstation can NOT connect to the Server.
Drive 0 is the internal SSD/HDD.
