    For what purpose?

    I believe that it can be done in MS Excel.

    It can certainly be done in Matlab (string to number). It can also be done in Octave, which appears to be an open source alternative to Matlab.

    If you mean in MSOffice Excel then you'd use the Value function.
    - You can look that up in Excel Help.
    - It can also often be convenient to just multiply the text cell by 1 to achieve its conversion e.g. =1*A1
