Possible Solution
In many cases, this is caused by your monitor. Yes, your monitor. When using some monitors connected via DisplayPort, turning OFF your monitor using the power button and back on again will cause this icon issue.
This is easy to test, Turn your monitor off for a minute, then back on. If your desktop icons moved, it's the monitor.
Solutions:
1. Don't turn off your monitor using the power button. Set Windows Power Mangement to turn your display off instead.
or
2. Switch your monitor cable connection to HDMI !!!
