Thanks for taking this up with ESET, I read your thread over there and it looks as though they need an image from a systme witht eh symptoms since they could not reproduce the problem.
I did all this things at the beginnings.... :'(
I did SFC with no problem at all.
And I will'try the DISM... it's new for me.
But I'm pretty sure the problem is in something with Eset.

Hi! So far, there are still no updates from ESET and Microsoft regarding this problem.
I was wondering, what if it is the explorer.exe that got rigged by this "ESET detecting a malware/virus" ?
To those who have 2 separate computers with Windows 10...
Can you try replacing the explorer.exe that has a folder view settings problem with an explorer.exe from a Windows 10 system that has no folder view settings problem?
How to do this?
If you have a flash drive (size can be smaller than 1GB), make a bootable (live cd) Linux system on it.
I suggest Slax Linux - your pocket operating system which is very easy to make into a bootable
Then do the replacement of the explorer.exe.
It's just a suggestion and idea that I have in my mind.
You'll be the one to decide whether to test this or not.
For the time being this program, built for 64 bit OS will help. Just execute it and when you have your icons on your desktop arranged as you want them, then hold the "shift" and right click the mouse. A menu will appear that gives you option to save your desktop layout and one for restore your desktop layout. I tried it and works. I just needed to resize to small before I did that. Doesn't fix the problem, but does give a quick means to get your desktop back the way it was pretty quickly. It was originally designed for when an OS detected a change of screen resolution and then moved everything to default location.

Hello everyone, I registered to the forums because of all of you that has this issue.
I have an AMD desktop with NVidia, running windows 10 with eset 8.0.304.0 (x64), I also have a i5 laptop with NVidia (desktop is running on intel's graphics), running windows 10 with eset 8.0.319.0 (x64).
Both my machines have been upgraded from Windows 7 x64 Ultimate.
Icons getting "locked" never happened to me on desktop, however, it happened twice on laptop.
First time, I tried a lot of tricks, nothing worked, I wasn't even able to run metro apps at all, then I plugged usb and did "upgrade" (just fresh install on top of one with issue, keeping all files and apps...) and the issue was gone for few days...
Yesterday, I logged into other account on the laptop and issue came back.
I am suspecting that eset 8.0.304.0 don't create the issue so i removed 8.0.319.0 and installed 8.0.304.0, now I am doing "upgrade" again and we will see.

As I expected, the system is fixed and everything works fine, which leads me to conclusion that the registry is not an issue.
There might be problem with OneDrive, but I think permissions are the problem rather.
