I'm trying to turn on notifications for Nearby Sharing, but "Get Notifications from this apps" shows an almost empty list

You will only see apps and senders listed that you had already received the notifications from.
So as you get the notifications the list should increase
Turn On or Off Notification Banners from Senders in Windows 10
Bear in mind that even if Focus assist is turned off then depending what rules you set it will turn on automatically - you can see that under the Focus assist settings for times and activities etc under automatic rules
