Text size keeps changing just about everywhere on Windows 10 20H2.

First some information. I have a 32" 4K monitor running at 3840x2160. In order to make things readable I set my OS DPI to 200%. Additionally I set 'Make text bigger' to 130%.

When I boot up my system most of the time these settings take affect. Occasionally they don't and text appears smaller even though the font sizes are what they should be as well as DPI and 'Make text bigger'. When the text size is as expected it will without fail become noticeably smaller after a period of time. All the text size values still remain the same so it's not like the values become smaller. I have tried many things to track down the problem but so far have not found a solution.

One thing I notice about 'Make text bigger' is that it always makes the text on Universal Apps bigger then on things like menus. The text preview box when making text bigger always shows what the Universal App text will look like not the text in regular apps. I wonder if Make text bigger is really meant for universal apps but inadvertently affects non UA's?
My ideal solution would be to up my DPI to 225-250% but many apps become DPI unaware over 200%. I have way to many programs to change each one individually by using the DPI feature on their Property menu. Also some apps look crazy if I do do this.

As a point of reference the text I see in this post appears to be honoring the text sizes I chose. At some point I'll notice the text size is smaller.

So..... Anyone else seeing text size change across the board especially if you set your text size the way I do?

A lot of apps are not geared for 200% or even 150% .
Hard to get around it, I have mine set at 125% and the resolution set lower then
    recommended at 1920 x 1080.
Only one app in a dozen has any problems with it.
Try setting you resolution a bit lower and set dpi at 125 %
Right-click on the desktop choose view and then large or medium icons.

It's been a while since my last post. My text size changing anomaly is still happening. First let me state some facts. Font size, font name, DPI, and the value I chose in 'Make text bigger' does not change between what I call small text and large text change. At this point I think small text might be the default.

I've been looking at my Event Log under the information section to see if some scheduled task might be causing my issue. I thought I had it narrowed down to the Scheduled Task that kicks off Provisioning but I'm beginning to doubt this. Also a service called ClipSVC gets started at random times so I looked at this. Again I'm not so sure this is the cause either.

The large text which I estimate is about 5%-10% larger than small text. Not a big difference but is definitely noticeable on my monitor. It is a nice size for my 4k monitor and I wish it always remained this size. I don't think anything graphical is affected although this isn't as easy to see as text.

If anyone has some suggestions where I could look within Windows to get a better understanding on what is happening I would be grateful. Of course if it's a bug then others should be experiencing it too. Perhaps it's a 4K large monitor kind of thing. Maybe on FHD monitors the difference in size is not apparent.

There's an app that I use which is called: Advanced System Font Changer
(You can find it if you search online for it, the hosting website is called WinTools)

If you want, you can try to play around with that app, maybe it would be helpful =)
Make a backup using that app of your current Windows font settings first, then change some font sizes and see if you can make your text bigger in Windows. I hope it works well for you!

I'll attach an example of the Window Title Bar font/size that I set my settings as:

I briefly had a 4K TV, but after evaluating the LCD screen, I just decided to go for a monitor that performed very good.
This was way before 20H2, but it worked OK at least up to around 140 DPI, IIRC. I had made sure to enable game mode and it still didn't help, at least for close-range in Halo.

Even worse, was a bad habit of seemingly often including only HDMI 1.4x-compliant components! That means I had to go down to 60 Hz/2, which is only 30 Hz!
