It says I'm the owner, but it still doesn't let me delete it haha, interesting, I might just ignore the error tbh
I've modified the Ownership to myself, even so it still gives me the same message

Here, I found a tutorial... Option Four, here...

Change Owner of File, Folder, Drive, or Registry Key in Windows 10

WARNING... use this info at your own risk...and make a full OS image backup before you do this.

hola, had the same issue with ccleaner finding that file just today, so i ran the steps provided and deleted all keys associated with that, ran the sanitazion steps but ccleaner still finds it lol

    Reg file :ActiveX/COM Issue	LocalServer32\C:\Windows\SysWOW64\Speech_O-image.png

apparently there was another one linked, i've used this method instead now, and worked sweet:

ActiveX/COM Issue reappear after cleanup - CCleaner - CCleaner Community Forums

didn't know you can right click from ccleaner and it will load up the registry right on the key you need, what a timesaver!

Did you REBOOT after deleting the LocalServer32 key?
For most registry edits, you have to reboot before they will take affect.

Yes. Those were related to Macromedia Flash, aka Adobe Flash.

And as for "exclude", in my case it's a supreme distrust of anything related to ActiveX.
So just excluding it... was not an option for me.
