HP Laptop ALMOST Unusable after upgrade to Win10 (usability, wifi, etc)

I am not a happy user at the moment. I went from Windows 8.1 to Windows 10.

After the initial upgrade I had horrible flickering screen issues that made the system unusable. I was able to diagnose, via forums, to apps issues (iCloud, Norton). I recovered back to 8.1, uninstalled those apps, upgraded and then reinstalled. Thought I was doing well!!!

Now, my wifi speed is awful (we are talking back to dial up speeds). I've check other pc's I have in the house and they get around 30 to 45 Mbps. This pc is showing < 1 Mbps. Its horrible. I've managed uninstall the network drrivers and reinstall. Same issue, horrible/unusable.

The Windows 10 shortcuts keys (Windows + X, for example) and any of the commands in the "right click on the windows icon" are not installed. If I select any (Control Panel, Power Options, etc.) then the pc asks me to install Winzip in order to open the file in the Windows 32 directory. The files appear to be in the directory so not sure on the issue.

Lastly, windows no longer recognizes the Logitech wireless mouse (this might be a faulty mouse so not putting the blame entirely on MS, just more frustration to deal with)

    Do I need a complete startover/clean install?
    Is it just me?
    Are there any other options?

    Thanks.

I just got this from speedtest:

Did you do your upgrade OTA or did you make an install DVD/Flash drive? I've seen things get messed up royally with MS OTA Updates. At this point, you can try an In-Place reinstall, or you can try the DISM command. Or, roll back again and then use a disk to update, you can make a disk from here.

As far as the other issues, your network drivers might not be installed right, and if WinZip is trying to open CAB files, then it's taken over an important system association. You could uninstall it, and then see if the missing items get reinstalled by the system.

But I'd try an in place install first.

Ok, I'll take a look. I don't have winzip installed, its asking me to install "Express Zip Free Version" so open those system files.
As to Ookla (Speed Test) ::
4.49 Mbps / 1.78 Mbps (best I've seen since Win 10!!!!!). Used to be nearer 50. I did install OTA, I'll try the disc option.

    Thanks!

    Another option ..
Use Ethernet cable plug directly to modem or router ..
Go to HP support to get the wireless drive ..
or go here : Windows 10 ISO Download - Windows 10 Forums
to get IOS and do a clean install ...
