Ghost icons appear for split second then disappear

This keeps flickering periodically on my screen and I cannot for the love of everything find anything about why or how to fix it.

It is essentially a picture or clone of part of my desktop icons.

I checked for updates.

Is the thing that you see to the left or to the right of what you want to see?

This appears to the right of my actual icons. That was a screenshot of a video I took to find out what it was that was flashing since it was so fast and random. Its not always the same thing either.

It was a bad Displayport Cable.
