Why not use Google and find suitable freeware?
If you're complaining about the absence of Movie Maker (you don't say which) see e.g.

where this has been discussed.
No idea if still valid with current builds. Better anyway to use something that's current and supported.

Just use Movie Maker which is part of MS Essentials or the MS Video Editor app which you access from the Photos app.
