Probably the God Mode folder is the easiest way. It's built into Windows since the XP days, but you have to enable it...

What Is the “God Mode” Folder in Windows 10, and How Do I Enable It?

Winaero Tweaker is very helpful as well.

    with 'search bar' on,
can search 'control' for 'control panel' > then search from there

    with 'search bar' off,
there seems to be not easy good ways to get to the old menu? is the case?

    with 'search bar' off,
    - I presume you mean hidden?

Win key + S, type contr, click result to open Control Panel.

Or use Open Shell menu (free) - a couple of clicks...and you can open a particular applet.

Each applet/icon in Control Panel opens features that have choices that can be made. God Mode merely lists all of them so a person can scroll through and select one of the sub-features as desired, sometimes is quicker if revisiting same ones frequently.

Why not enable desktop under toolbars in the taskbar.
