    Control Panel is in the Start All Programs list in the Windows System Folder.

    Right click > Pin to Start and/or Task Bar.
    Right click > More > Open file location > Right Click > Send to Desktop (Shortcut).

    Alternatively, drag and drop.

    So that is 3 Places for the old Control Panel.
