Start up/Shutdown quirks since updating to 20H2

I am pretty sure this all started happening after I updated to 20H2

    Startup
its not an actual problem relating directly to the startup process, thats fine. Its the startup tab on taskbar shows every process as not measured except for skype which is disabled. I know it works as I asked some friends about it. They showed me theirs. I don't expect the impact of startup to be too high on my PC, I don't notice it at all. But still nice if it worked, it was before the update.

    Shutdown
For the last 2 weeks, at every shutdown Steam servers would pop up after the spinning circle at shutdown and stall the process. PC does turn off after a few seconds. So I figured, I will stop steam loading with windows at start-up so I won't have to think to close it at shutdown.

That just stopped steam being the cause, now I get a program called "Program manager". I looked it up on Google and it appears to relate to Logitech devices, I have a G910 keyboard.
If I close G Hub at shutdown the error doesn't happen.

So I thought, I remove G Hub as I only need it to change colors on keyboard.
restart PC, Program manager stops shutdown... um?
restart PC again figuring it might have been in ram still or something... still happens.

I reinstalled G Hub as I thought perhaps previous update was buggy, it had installed itself the same day as 20H2.

Now if I close G Hub & restart, I get the error
If I close G Hub and shut PC down, I don't get the error?
I didn't test whether after uninstalling it, I still get the error on a shutdown but if it still happens at restart, its not really gone/fixed.

Now I have looked in shutdown log, it really doesn't tell me much.
I looked in task scheduler as since it runs at restart I thought it might be there.
I looked in event viewer but I didn't see anything related.
nothing shows in system information/Software components/windows Error Reporting (I answer BSOD posts as a hobby on Tom's so figuring out problems is what I do)
I have run sfc /scannow and dism/restore health.
I ran Power trouble-shooter, it just changed my sleep/monitor settings. and reduced CPU minimum. Win 10 has no idea how fast a 3600XT is really.

Now I could be way off but I feel they related somehow, I know Fast start-up links Start-up & Shutdown together. I don't have it running as I have an NVME but it still makes me wonder. The start-up problem can easily be ignored but having to shut off background programs just to get a faster shutdown seems odd.

I know there are ways to force PC to shut right now but I don't feel I need to do that. It should just work.

I don't know what cause is, I am not sure if its not 20H2 as it all started after the update. Do I run around trying to fix something that Microsoft will just fix with a patch?

shutdown seems slower even when i have closed the program before hand.

20H2 installed strangely, it doesn't show in my Windows update history page but I do know I have it installed if I look in winver

Hi, first point- probably is this:
Windows 10 20H2 Start impact not measured
Known and Resolved issues for Windows 10 version 20H2

Do feel free to read through related articles in the News section where there is a thread per update per build with user comments:
Known and Resolved issues for Windows 10 version 20H2

Note the issues listed in the initial table unfortunately do not include ones noted by members above and beyond those officially acknowledged by MS, so there could be more in the comments - and elsewhere on tenforums.

Good to know I am not only one with that start-up tab thing.

Now to find others with the shut down thing. I always seem to get problems no one else does. Maybe cause I could probably fix all the easy ones :)

    thanks for the help :)

Seems another good reason to defer this update

Further digging suggest "program manager" is actually just explorer and I found that closing G Hub before shut down no longer stops it from showing up. It can happen without logitech devices installed as well, its been known to happen for nvidia as well.

noticed my hdd slow to wake up now, ran WD tests on it, its still fine. strange things happening and I don't like it.

Its not a big problem, just annoying.
