    Unfortunately the HEIF Image Extensions are only the first half of what you need, you cannot open .heic without the HEVC Video Extensions also being installed. That is the part of the HEIF/HEVC bundle that costs $0.99, or when bought on its own.

    Up to a month ago there was a free version called 'HEVC Video Extensions from Device Manufacturers' but that is no longer available, as this link now says.

    Update: As of October 2020, it looks like this free package is no longer available.

    Looks like I was lucky and got mine a week before Microsoft withdrew it from the Store
