Not able to shutdown or restart

Hi

Every time when i trying to shutdown or restart PC it says like some program is preventing you from shutdown or restart,when i choose shutdown anyway it keeps loading as shutingdown for hours!!
and for some application chrome and visual studio even after closing them,its still running in the task manager I have tried ending them via command prompt taskkill /F /IM "chrome.exe" /T but still no luck ( so what happens is they are using the CPU utilization of 100% )

I have tried following options

running command sfc /scannow but stucks at 2 %
tried DISM.exe /Online /Cleanup-image /Scanhealth stuck at 4.9 %
Disabled the fast startup

Any help would be appreciated?

Perhaps maybe the chrome and visual studio has a "run silently" in the background feature that you could toggle off by way of its GUI? If the program is still being reported by the Task Manager as running after you terminate its processes, I would think that it has a run silently feature that could be toggled off.

If sfc /scannow cannot run its course and you can't reboot to make it work properly, I would be inclined to believe some malicious malware is at work especially since the DISM command is not completing either.

Also, to get help from the people that are far better at this than I am, please try to add more to your computer specs section so they know exactly what type of PC/Desktop this applies to.

sure,thanks for your suggestions i have updated the post accordingly, there is already an antivirus in my machine it says secured though.

Hello @antonylineesh and welcome to TF,
sfc and dism not working is not a good sign
Try running sfc in safe mode.

If it does not work, I would consider doing
"4 To Do a Repair Install of Windows 10 with an ISO file"
Repair Install Windows 10 with an In-place Upgrade
You should not lose anything if you choose option to keep personal apps and files, but you should still make a full backup.
We have a tutorial on doing that using Macrium Reflect Free you can search for.

Some really advanced and knowledgeable folks on here need more than PC/Desktop and OS Windows 10 as a starting point to diagnose possible causes of your problem.

I also realize you just joined, so please forgive me for hounding you about updating those specs. After I filled mine in, I started getting really fast replies because the members could see what type of system I had and they were like you need to do this or you need to do that...........well you get what I'm saying!
