hi the bottom one in picture indicates it's a shortcut to the original file. not sure at this time what the double arrows are.
not sure but maybe they changed the double arrows differently when a file is compressed. was 2 arrows facing each other on top right of icon.

Both are Microsoft Word documents. They are both not compressed and both documents are located in the Desktop folder.
i did notice the difference in the "W" one has a blue border other solid blue background

do you use onedrive? could mean being synced or updated to onedrive.
Yes, I use onedrive. But both these files are not in onedrive. I think files involving onedrive and syncing show "two-circling" arrows.

EDIT: think i remember now check this thread. Right pointing double angle icons on all desktop file icons
as you read in the link i would just remove norton and use windows defender. just my opinion
